I. Functions of the School of Music Student Representative Committee (SRC) A. The SRC is the central representative body of the student population of the School of Music. B. The SRC will assist the Dean of the School of Music through regular effective communication with the student body. C. The SRC will communicate student concerns to the Dean of the School of Music. D. The SRC will vote on and act on approved student initiatives brought before the committee by students from the School of Music and by members of the SRC. E. At the request of the School of Music Council, the SRC will recommend student representatives to serve on committees that require student representation. F. The SRC will regularly post all pertinent information for students on its official website, located at http://www.music.indiana.edu/som/src/. II. Composition of the School of Music Student Representative Committee A. The executive committee of the SRC will consist of a president, a vice-president, a secretary, and a treasurer. B. Each department in the School of Music in which students may enroll in a degree program will have a student representative on the SRC. Those departments whose enrollments exceed 100 students will have two student representatives; one graduate student, and one undergraduate student. Departments requiring only one student representative may elect either a graduate student or an undergraduate student. C. Departments who will be represented by the SRC are as follows: Audio, Ballet, Bands, Brass, Choral Conducting, Composition, Early Music, Guitar, Harp, Instrumental Conducting, Jazz Studies, Music Education, Music and General Studies, Musicology, Music Theory, Opera Scenic Techniques, Organ, Percussion, Piano, Strings, Voice, Wind Conducting, Woodwinds. D. The SRC will be comprised of School of Music students elected to the SRC by their department as indicated in the bylaws, and who will be voting members with equal voting rights. The SRC will also be comprised of any interested students enrolled in the School of Music. These students will be able to attend all meetings, participate in discussions, and contribute to student initiatives. These students will be non-voting members of the SRC. III. Procedures for Nomination and Election of Officers A. Each Spring semester, during the month of March, the SRC will elect its four officers for the following academic year. B. Only current voting members of the SRC who have served on the SRC for at least one semester are eligible to run for an office. The four newly elected officers will automatically assume the voting member position for their department without having to be elected. C. Nominations will take place during a regularly scheduled SRC meeting. Those nominated may choose to accept or decline their nominations. Nominations should include at least one candidate for each of the offices of President, Vice-President, Secretary, and Treasurer. After nominations have been completed, an official ballot will be created, and elections will take place at the following meeting. D. All ballots will be returned to the Dean's office of the School of Music and tabulated. Results will be published on the aforementioned SRC website. E. All of the election procedures will be completed no later than the last meeting of March. F. Should an officer not be able to fulfill his or her obligation to the SRC for the full term, an election will be held to elect a new officer for the vacated office. The newly elected individual will serve out the remainder of the term. IV. Procedures for Nomination and Election of New Members A. Each Spring semester, during the month of April, departmental representatives currently serving on the SRC will assume the responsibility of facilitating an election in their department to elect a student representative (or two for departments exceeding 100) for that department for the following academic year. Current SRC members may include themselves on the ballot. If there is no one in a particular department wishing to serve on the SRC, the current student representative may continue to serve for the following academic year. B. Any full-time student enrolled in the School of Music is eligible to run for election as a student representative for their department, provided they are in good standing in the School of Music. Good standing is defined as having been accepted in a music degree or diploma program and making satisfactory progress toward that degree. C. Elections in each department may be carried out by way of email, or on paper. Either method must include an announcement of the election to allow sufficient time for nominations from the student body. Once nominations have been received by the current student representative, an official ballot will be created and distributed to all students in that department. D. A student may vote for a representative in only one department. Students who belong to more than one department (e.g. Music Education and Voice) must declare which department they will vote in at the time of the elections. E. All ballots will be returned to the Dean's office of the School of Music and tabulated. Results will be published in the Spring SRC Newsletter, and circulated to every department who participated in the election. F. All of the election procedures will be carried out before the last week of classes of the Spring semester. V. Operation of the School of Music Student Representative Committee A. The SRC will meet from September through April, and will meet at least every other week beginning no later than the second week of classes. Meetings will be held in a consistent location as determined by the members of the SRC and the Scheduling Office. The SRC will not meet during the week of exams. B. The Dean of the School of Music will function as the advisor to the SRC, and will be present at as many meetings as possible. The SRC welcomes the presence of any School of Music administrator who wishes to attend in the Dean's absence. Meetings of the SRC will take place with or without the presence of an administrator. C. The secretary of the SRC will type minutes of each meeting, and present them to the SRC for approval at the following meeting. These minutes will be available upon request for anyone in the School of Music to read. D. The secretary of the SRC will present an agenda for each meeting, and will decide on the sequence of the agenda items. Agenda items may come to the SRC from any student in the School of Music. Students may express their views, ideas, or concerns in one of three ways:     1. Through their departmental representative;     2. In writing to the secretary of the SRC;     3. In person during a scheduled SRC meeting, provided they have scheduled their appearance with the secretary of the SRC in advance. E. The president of the SRC will preside over all SRC meetings, and will keep the Dean of the School of Music informed of all SRC activity through published minutes, should the Dean be absent from an SRC meeting. F. Should the president of the SRC be unable to attend an SRC meeting, it becomes the responsibility of the vice-president to assume the responsibilities of the president. G. The treasurer of the SRC will be responsible for handling all financial matters of the SRC, including grant writing and applications for funding from I.U.S.A., the A.I.D. department, the C.A.S.I. program, and the S.O.G.S.P. program. The treasurer will also maintain contact with the Director of the A.I.D. department, and attend all funding board meetings that address SRC initiatives through the C.A.S.I. program. H. The treasurer of the SRC will provide the current roster of SRC officers to the Student Activities Office at the beginning of each semester, in order to remain eligible for I.U.S.A. funding. I. The treasurer of the SRC will oversee the account established for the SRC in the Student Organizations Accounts Office. All financial transactions made by the treasurer will be reported to the SRC during its regularly scheduled meetings. J. For all voting procedures with the SRC, a quorum of 50% of the voting members will be required. K. The SRC will continuously examine ways to increase active student involvement in the School of Music. L. The SRC will form subcommittees to handle tasks as needed. VI. Participation on School of Music Committees The SRC will be responsible for nominating student representatives to serve on committees that require student representation as set forth by the School of Music Council. These vacancies will be announced through email distribution lists established for each department. VII. Amendment Of Bylaws These Bylaws may be amended at any regular meeting by a two-thirds vote, provided that the amendment has been submitted in writing at the previous regular meeting and has been posted for two weeks throughout the School of Music for general student response and reaction.
